William Halloway and James Nightshade are thirteen-year-old boys living in Green Town, Illinois. A lightning-rod salesman gives Jim a lightning rod, warning him that a storm is coming to town. The boys learn of a carnival that is coming to down late in the year, but William's dad has a bad feeling about it.

They watch the carnival set up, and the next day they go check it out. They find the lightning-rod salesman's bag, and search to find him. They try to climb onto a carousel that is broken, but Will is grabbed by a huge man. Another man tells the first to put him town, and introduces himself as Mr. Dark, and his associate as Mr. Cooger. Mr. Dark is covered in tattoos from head to foot, and only has eyes for Jim. He tells Jim to come back the next day, but the boys hide and watch as Mr. Cooger then rides the carousel backwards, and when he steps off of it, he is twelve years old.

They follow the young Cooger as he dupes Miss Foley, a local woman, and then they return to the carousel, where Mr. Cooger is riding the carousel forwards. Will hits the switch on the carousel, and sends it forward super-fast, aging Cooger over to over 100 years old. The boys return with the police, but Cooger cannot be found. Dark tells the boys to return tomorrow. That night, the Dust Witch from the carnival comes for them on a balloon, but Will destroys the balloon.

The next day, they find a young girl crying and realize it's Miss Foley. They try to return to her house, but the carnival is out on the streets searching for him in the guise of a parade. Afterwards, Dark and William's father meet as the boys hide nearby, and as they talk, the Dust Witch returns, sensing the boy's presence. William's dad blows cigar smoke in her face, choking her, and she leaves. Dark asks about William's dad's name (Charles), and learns where he works as well.

That night, the boys and Charles meet at the library to research the carnival. He knows that their best weapon is love, but not how to use it. The carnies arrive and the Dust Witch nearly kills Charles, but before she can, he wounds her deeply - with laughter. Dark gets away with the boys, and Charles goes to the carnival to get them.

At the carnival, Charles outsmarts Dark, kills the Witch, and destroys the Mirror Maze in a matter of minutes, rescuing his son along the way. They search for Jim, killing Cooger by aging him to death on the carousel as they search. Jim is found on a merry-go-round; Will tries to pull him out, but gets dragged along as it starts to move. Will jumps off and rips Jim out as well.

A boy comes up which Charles recognizes as Dark. He hugs and snuggles the boy, killing him instantly, as Dark cannot survive receiving love. They sing and dance for Jim, who is near death, and their happiness and love for him brings him back to life.
