Incorrect. Obvoiusly Victor Hugo was not going for that moral at all. We see that because Quasimodo and Esmeralda do not get together and she falls for the gorgeous Pheobus yet they don't get together either. Esmeralda dies and so does Quasimodo out of grief for her. The true moral of the story is that you cannot assume that someone is wicked because of their appearance or title in society. Only God can judge or solid proof of the offense.
